Bullshit. If two vehicles are on a collision course, it falls upon the smaller of the two to yield to the larger. Simple physics. Remember the old joke about the battleship and the lighthouse talking over the radio about who had to yield the right-of-way?
Kayakers are the arrogant and annoying bicyclists of the seas. The ferry captain should have backed up to make sure he hit them all.
Six people were injured when a ferry boat crossing New York's Hudson River between Manhattan's West Side and New Jersey struck a group of kayakers.
A group of ten people paddling kayaks, led by an instructor in a kayak, were in the water at sunset Tuesday evening when they were struck by a NY Waterways Water Taxi carrying several hundred people traveling from Manhattan to Jersey City.

I bet they rode their bikes to the wharf to get on said kayaks. It has been my experience that cyclists are some of the most pretentious douche-bags on the road. I'm sure there are some who are courteous and obey the rules of the road as they are supposed to, but they have way to many representatives who chose to ignore traffic laws, and weave in and out of traffic, ride in the middle of the road, run red lights and stop signs, and cross at other than intersections. Don't get me wrong, there are plenty of morons behind the wheels of cars, but you would think that if you are on a 20 pound bike and the only thing protecting you from a 2000lb piece of metal moving at 35 MPH is a plastic helmet, you would exercise a little more caution. Self correcting problem I say.
