Balkanization

A Bosnian university decided to install cameras in their classrooms, ostensibly to curtail widespread cheating:

"Cheating in exams is a part of our Balkan mentality and it will take years to change students' mentality, but I believe that corruption in our faculty will be minimised by this."

Somehow, World War One makes more sense now.
