The president of Turkmenistan knows which side of the bread is buttered:

Turkmenistan's president has threatened to sack his entire government unless ministers become fluent in English within six months.

We should implement a similar decree to the U.S. Congress. And as long as they're taking English classes, they may as well avail themselves of the opportunity to learn a little history and math.
