News flash for the slow-witted: When public school funding is tied to standardized test results, you can bet your last bond issue that corruption, cheating and scandal will become common. The article attempts to foist blame off on the parents, but this paragraph gives the game away:

Senior educational psychologists claim that between a third and a half of candidates at some schools are getting the extensions, which can boost schools’ results in exam league tables.
