Arrrrr! Pirates.
Corruption, thy name is Irony.
CliffsNotes version of the rather tortuously written article: the Dutch anti-piracy commission pirated the background music for their anti-piracy spot on commercial DVDs. When discovered, they tried to extort the artist.
One of the more valuable Life Rules I've learned (the hard way) in 45 years of existence is that anyone who is not directly related to you and who tells you that they have your best interests at heart is: a) a liar; b) a cheat; or c) both. While you may find rare exceptions to this rule, it is irrefutable and ironclad where public officials, government workers, representative agents, and other societal irritants are concerned. Corollary: Pournelle's Iron Law of Bureaucracy.
