Suitable Punishment

Penal shenanigans:

Monroe County Jail inmates cut up pieces of their mattresses and flushed them down toilets, clogging pipes and causing moderate flooding in the sheriff's department.

Since it would be cruel and unusual punishment to make them sleep on the concrete, give them new mattresses--which have been infected with crabs. Give it six months to spread throughout the entire prison, then body shave and delouse the lot of them.

Next time somebody tries to flush his mattress down the toilet, he'll be mobbed and beaten senseless.
