One Lump or Two?

Do you suppose the British government realizes how near they are to the precipice?

Police and legal representatives denounced proposals being considered by the government to issue on-the-spot fines to offenders for a range of serious crimes such as assault or theft.

[The] document included plans to extend the issuing of fixed-penalty notices to include 30 offences including threatening behavior, shoplifting and assaulting a police officer.

It was the English quick-o'-the-wit Samuel Johnson who once noted: "The prospect of being hanged focuses the mind wonderfully." It appears the House of Lords are becoming a bit dull-witted. That happens to royalty a lot. And politicians. The shadow of a noose is usually just the thing.
