Corruption Coast

I'm glad to know that at least one city government on Earth is more corrupt than Houston's.

It would appear that San Diego's political machinations are positively Machiavellian. A shame, really; I always rather liked San Diego. It's a nice little city--except for the fact that you can't walk out your door without tripping over a dozen illegal Mexicans, of course.
