Rats!
Can't make up this kind of stupid. It can only be generated in California:
There's a movement to ban rat poison in California. Inhumane, you know. So the state EPA was piloting a "catch-and-release" trapping program for rats. Naturally the rats -- as anyone with an I.Q. higher than an avocado could tell you was going to happen -- simply moved back into the food source.
This problem is of particular acuity in California because many cities, Sacramento and San Francisco among others, are tolerating bums camped on the streets and even in front of city hall. Since human rats attract the rodent version, the state is in danger of being overrun by both varieties.
California is a petri dish for communism in America. With any luck at all, the San Andreas fault will wash it out soon.
