Couple forced to prove that New Mexico is a state while applying for marriage license

A clerk in a D.C. marriage court refused to accept a New Mexico driver's license from NM resident Gavin Clarkson because she thought New Mexico was a foreign country. She asked him for a New Mexican passport. Then her supervisor said the same thing. She even complimented him on his excellent English...
