Blockaded

Trap 'em like rats and starve 'em out:

The Philippine navy deployed its newest and largest ship to establish a blockade around the island province of Sulu to prevent the Islamic State-linked Abu Sayyaf from fleeing.

I'm starting to like this Rodrigo Duterte guy. He's hunting down and killing the communist and Muslim terrorists who have infested the smaller islands of the Philippines for decades. When the U.N. told him he couldn't do that, he gave the only response the U.N. ever deserves to get: "Fuck off." And he's pissing off Obama. Nobody with a resume like that can be all bad.
