How Bureaucracy kills
A woman's body has been discovered in a rarely used stairwell at a hospital where a female patient went missing more than two weeks ago, officials said.
This woman died because someone said it was "Not my Job" to check that stairwell. What Bureaucracy does is provide insulation from complaints. More rules, more people, and more layers between the people doing the job and those making the rules. The harder it is to file a complaint the fewer complaints you get. Governments learned this a long time ago, and Hospitals are following suit.

Get ready for it. The healthcare affordability act, which does absolutely nothing to make healthcare more affordable by the way, will only make the bureaucracy commonplace, with worse effect on the victims, or rather "patients". Frankly, I'm surprised anyone found the body at all, or realized she had been missing.
To any future parents: save yourselves and your child the trouble, name them Seven, or Three Hundred Eighty Four. After all, you are only a number to your government anyway.
