The Democrats are trying to find a way to pass the Health bill without putting it to a vote

"House Rules Chairwoman Louise Slaughter is prepping to help usher the healthcare overhaul through the House and potentially avoid a direct vote on the Senate overhaul bill, the chairwoman said Tuesday.
"Slaughter is weighing preparing a rule that would consider the Senate bill passed once the House approves a corrections bill that would make changes to the Senate version.

So, what they would do is vote to pass the amendments to the Senate bill instead voting on the full amended bill, and if that passes then the Senate bill would be considered approved and could be signed by his anointed one. This would circumnavigate over 200 years of parliamentary procedures and change the way government has run since its inception. A dictatorship of one or three hundred is still a dictatorship.
