Quick, we need a five day waiting period on kites...I just found this article as well. Outlaw kites now!

Outlaw them? Hell, I want to start handing them out. On government subsidies.
I'd give him 5 points for style....
Zero points for technical skill.
I've got an idea. The government could subsidize us to stop driving to work therefore helping with the gas crunch. I figure a few mill a piece and we wouldn't have to work anymore. That would allow us to reduce our carbon footprint for a long time. Hell, for a couple of hundred million dollars we could cut the drive to work out for most the people we know. What do you think?
I think that's a capital idea, Churt! We should apply for a research grant to conduct a feasibility study. Ten million should do it, yes? We'll have to pay the staff, after all.
Of course, we'll have to study the impact in various environments. I have a feeling your idea would work best in the Bermudas, so naturally we'll need to go there to study it. It shouldn't take more than three or four years to complete the research...
Er... I meant "the Bahamas," but I think it might work in Bermuda, too. We'll need an additional five million to compare the two, of course.
