Humanity's capacity for self-deception is apparently boundless, but the capacity displayed by bureaucrats and politicians in particular is just downright embarrassing.
If this ridiculous idea is actually passed into law, Californians may as well wave bye-bye to any semblance of a functional economy. And just guess who gets to bail them out (again)? That would be states with healthy, uninhibited economies. Like Texas.

California air regulators today announced a bold plan to slash greenhouse gas emissions that would alter the way utilities generate electricity, automakers build cars and developers construct buildings, and launch the nation's broadest market in carbon-credit trading.

In a media briefing, board Chairwoman Mary Nichols called the 99-page document "an ambitious goal that translates into a 30% cut in carbon emissions over business as usual," adding that it might "motivate other states and the nation."
The price tag for individual industries has yet to be calculated, and some companies fear it could be exorbitant. But Nichols said that overall, the benefits to the state's economy, including healthcare savings from fewer breathing ailments, would slightly outweigh the costs.

Well, when companies start fleeing California like rats from a sinking ship, and the economy tanks there, the "people" will wake up. It has been shown time and time again, that people vote their pocketbooks. That is why politicians are trying to blame Oil companies for the current state of things, because they know that if people stop and think about it, or do 5 minutes of research on the net, they will see that it is the policies of the Dems ( and a few moronic Reps) that has put us here and they will be voted out faster than they can say political graft.
This is why we haven't seen much new material from the Monty Python crew. People started using it for inappropriate purposes.
Of course, if California wants to go all the way with this theme they could pass a law that requires a funny walk ever few min. Then claim it helps the environment. They're much to silly already so why not.
