As of this posting, over 65% of respondents say speed traps are a money grab. That's a conservative audience; these are the people with 100 Club stickers on their cars who drive five miles per hour below the speed limit on their way to church every Sunday...

The National Motorists Association ranked Houston third on its list of the top 10 "speed trap cities" in the U.S.
"The purpose for any police radar enforcement is to reduce motorists' speed in order to save lives and prevent accidents," Lt. Thomas Jennings [of the Houston Police] said.

The difference between a mugger and a traffic cop is the cop can steal more then just the money in your wallet.
