ATLAS-1
This is the ATLAS-1 EMP Testing Facility in New Mexico, built during the Cold War for testing the effects of electromagnetic pulses on aircraft. The point of it was to get the airplane away from the ground -- which reflected the EMP -- in order to accurately evaluate deleterious effects on aircraft electronics. It may look ridiculously complicated and expensive for such a task, but consider that the alternative was to detonate a strategic-yield nuclear weapon in the upper atmosphere and watch for falling planes.
